The general objectives of the supervision strategy for 2015

  1. Supervision of the technical condition, maintenance process and classification of road-rail level crossings (including illegal crossings) and verification of the railway crossings documentation records against the actual status, including especially the crossings on which railway events have taken place.
  2. Supervision of transport preparation and implementation, including the elements related to infrastructure maintenance;
  3. Supervision of the working time of train drivers employed by several entities;
  4. Supervision of entities holding safety certificates, authorisations and attestations in the course of the re-certification process, including selected criteria of Safety Management Systems;
  5. Supervision of the operational safety of side-tracks;
  6. Supervision of the infrastructure condition and maintenance process, including in the scope of the Safety-Management Systems;
  7. Supervision of the transportation of dangerous goods by rail;
  8. Supervision of the strategic railway and nodal infrastructure elements, used in the transportation of dangerous goods.
  9. Supervision of the work of examination boards;
  10. Supervision of the preparation and implementation of the transport process, including the compliance with passengers’ rights (ensuring an appropriate level of quality and passenger safety);
  11. Supervision of the technical condition of railway vehicles (technical examinations);
  12. Supervision of products used in the rail industry;
  13. Supervision of the certificates issued to entities in charge of the maintenance of railway vehicles, and certificates regarding maintenance functions;
  14. Supervision of the safety of rail traffic in the course of investment work related with the railway infrastructure;

  31. Availability and reliability of the valid (poster) timetable at selected platforms;
  32. Announcements on international trains, in accordance with the requirements resulting from Annex II, Part II to Regulation 1371/2007;
  33. Supervision of notified bodies;
  34. Supervision of pressure equipment;
  35. Supervision of the compliance with the principal requirements of funicular railways;
  36. Supervision of entities authorised to conduct medical and psychological examinations;
  37. Supervision of the causes of SPAD (Signal Passed At Danger);
  38. Supervision of the functioning of the technical rescue services of infrastructure managers, in the scope of Safety-Management Systems;
  39. Supervision of underground transport safety.

The list of individual tasks regarding the reference areas is as follows (activities whose total number exceeded 15 were included)

The above areas were identified on the basis of the analyses of the results of inspection, verification and monitoring activities, complaints and reports, accident frequency, operational performance, certificate validity periods, the operational difficulties impact analysis, and the degree of damage to the railway infrastructure.

Moreover, one of the objectives assumed by the President of the Office of Rail Transport is to promote the culture of safety by publishing selected important results of the conducted supervision activities on the UTK website.

* It should be noted that the above values were calculated by assuming the generally planned number of activities, without taking into account the resources necessary for single implementation (e.g. the discrepancies between the labour intensity of the implementation-degree inspection of the Safety Management System and, e.g., inspection ride – in the calculations the single-activity value was assumed in both cases).
