Office of Rail Transport and Civil Aviation Authority sign a letter of intent on protection of whistleblowers

On 14 December 2023 at the headquarters of the Examination and Monitoring Centre for Train Drivers in Warsaw, Ignacy Góra, President of the Office of Rail Transport, and Piotr Samson, President of the Civil Aviation Authority (ULC), signed a letter of intent, declaring their intention to cooperate in order to establish a joint advisory team on fair treatment (Just Culture project).

The team will support the President of the Office of Rail Transport and the President of the Civil Aviation Authority in cases of potential violations of the principles of fair treatment in proceedings involving persons employed in the Office of Rail Transport and the Civil Aviation Authority. The idea behind Just Culture is to encourage employees to report errors or irregularities regarding safety which may occur during their work in order to clarify their causes and formulate appropriate recommendations to avoid similar situations in the future. Whistleblowers should not be held liable for making such a report. Any instances where compliance with these rules is in doubt will be reviewed by the joint team.

The mutual willingness to improve the safety of transport in Poland and to cooperate will strengthen the safety culture among the staff of both institutions and the entities supervised by the President of the Civil Aviation Authority and the President of the Office of Rail Transport.

After the signing of the letter, Ignacy Góra, the President of the Office of Rail Transport, showed the guests the new venue of the Examination and Monitoring Centre for Train Drivers and described the examination system for train driver candidates. From 1st January 2023 exams for train driver's licence and certificate are conducted by the President of the Office of Rail Transport. An important change is an introduction of the practical part of the exam on rail vehicle simulators (an electric locomotive, an electric multiple unit and a shunting locomotive).

The project 'Improving railway safety through the development of the Examination and Monitoring System for Train Drivers' is co-financed by the European Union from the Cohesion Fund under the Operational Programme Infrastructure and Environment 2014-2020.
