Guidelines for reports

GUIDELINES FOR REPORTS

The previous experiences of the President of UTK related to reports submitted by entities operating in the rail sector point to the necessity to develop uniform rules according to which such documents should be drawn up. Among the areas which require more detailed regulation include in particular the detailed scope of information and statistical data and the clarification of any doubts as to the terms used.

For this purpose a package of guidelines has been prepared covering documents submitted by railway undertakings, infrastructure managers, entities in charge of maintenance and participants in the transportation of dangerous goods:

Safety reports of railway undertakings and infrastructure managers

Railway undertakings and railway infrastructure managers are obliged to draw up and submit safety reports for the previous calendar year to the President of UTK by 30 June each year. The reports should include systematised statistical data on safety presented in the form of common safety indicators (CSI), and in the case of entities obligated to establish and implement safety management systems (SMS), the reports should also contain summary information on their effectiveness in terms of maintenance, and, where applicable, on the improvement of rail system safety. The report must be accompanied by a completed common safety indicators (CSI) sheet.

Annual reports of entities in charge of maintenance (ECM) for freight wagons

In line with Commission Regulation No 445/2011, certified entities in charge of maintenance (ECM) for freight wagons are obliged to prepare and submit annual maintenance reports. Correspondingly to reports submitted by railway undertakings and infrastructure managers, annual reports submitted by entities in charge of maintenance together with statistical data, should provide information on the effectiveness of the adopted and implemented Maintenance Management Systems (MMS). It is recommended to submit the reports for the previous calendar year to the President of UTK by 30 June. With regard to entities in charge of maintenance which also are railway undertakings or infrastructure managers, data on their activities as ECMs can be submitted within the safety report (details in chapter IV of the guidelines to the safety reports).

Annual reports on the transportation of dangerous goods by rail

Participants in the transportation of dangerous goods are obliged to submit annual reports on the transportation of dangerous goods by rail by 28 February of the year following the report reference year. The template of the report form, including comments, is available in the appendix to the Regulation of the Minister of Transport, Construction and Maritime Economy of 14 August 2012 on the annual report form on the transportation of dangerous goods by rail and the method of completing the form (Journal of Laws of 2012, item 966).
