Proceedings for withdrawal of CTL Logistics’ safety certificate initiated

After the September incident at Łowicz Główny railway station, an inquiry was carried out by the Office of Rail Transport. The inspectors identified many irregularities in the safety management system of the rail carrier CTL Logistics sp. z o.o. This resulted in initiation of administrative proceedings for the withdrawal of the safety certificate of CTL Logistics sp. z o.o.

The President of the Office of Rail Transport initiated ex officio administrative proceedings for the withdrawal of the safety certificate of the rail carrier CTL Logistics sp. z o.o. The reasons were numerous irregularities and negligence found during an inspection carried out at CTL Logistics on the operation of their safety management system. This inquiry was a follow-up of a railway incident which took place at the Łowicz Główny station. On 9 September 2021 CTL Logistics’ train passed a stop signal when not allowed to do so and hit a derail. A locomotive and one wagon of CTL Logistics’ train were derailed. The driver who caused the incident was drunk and did not have a licence to drive a train.

The inspection carried out by the Office of Rail Transport after this incident revealed numerous irregularities and negligence in the safety management system:

  • management of qualifications and psychophysical condition of employees,
  • risk management,
  • division of duties and monitoring of performance of activities,
  • management of documentation.
