PKP Szybka Kolej Miejska in the Tri-City is an infrastructure manager of the railway line No. 250 Gdańsk Główny – Rumia, which is used only for passenger traffic. For 2021/2022 timetable the basic network rate (including traction) will be PLN 6.00 per train/km. It includes: the average rate depending on train’s weight (a decrease by 4% when compared to the current price list) and a part of the rate depending on train traction (an increase by 30% when compared to the current price list), which in total is an increase by 2% as compared to the current price list. An increase of the part of the rate depending on train traction resulted from an increase of operation and maintenance costs and of overhead contact line repair costs. These increases are the main justification for the change of the basic network rate. The decision approving the new price list was published in the Official Journal of the President of the Office of Rail Transport.
The President of Office of Rail Transport verifies the correctness of setting and collecting infrastructure charges by infrastructure managers. The draft pricelist submitted for approval by an infrastructure manager is verified on several points: the method of calculation of unit rate of basic and shunting fee and the calculation of applied sub-rates and coefficients. The President of the Office of Rail Transport may approve a draft price list or refuse to approve it.
