UTK to provide expertise for railway law reform in Georgia

Poland's offer won a competition for a railway law reform Twinning project with Georgia. The aim of the project is to support Georgia in revision of their regulatory framework on rail transport in accordance with the EU acquis and to adapt Georgian railway sector to the EU standards and regulations. Experts from the Office of Rail Transport will participate in the project coordinated by the Polish Ministry of Infrastructure.

In an open competition organized by the Georgian national administration Poland's offer was chosen from three submitted bids. Polish experts from six institutions will participate in the Twinning project – from the Ministry of Infrastructure, Center for EU Transport Projects, Railway Institute, PKP (national carrier), PKP PLK (national infrastructure manager) and Office of Rail Transport. The scope of the project is designed to support Georgia in revising their rail transport legislation and adapting it to the requirements of EU directives on market regulation, interoperability and safety.

Twinning is a European Union instrument for institutional cooperation between public administrations of EU Member States and of beneficiary or partner countries. The EU countries offer assistance to the countries aspiring to join the EU in adjusting the functioning of certain sectors of their economy to the requirements of EU law. The Twinning instrument is financed from the EU budget. The amount available for the Twinning project with Georgia is EUR 1.25 m. The duration of the project is 27 months.
