The MSD approval process

In accordance with § 17 (1) of the Regulation of the Minister of Infrastructure of 12 October 2005 on the general conditions of railway vehicle operation (Journal of Laws No 212, item 1771, with subsequent amendments) as amended by the Regulation of 10 December 2014, the condition for railway vehicle operation is holding the maintenance system documentation approved by the President of UTK. The following types of entities are entitled to apply for documentation approval:

  • entities in charge of maintenance;
  • railway undertakings;
  • infrastructure managers;
  • keepers;
  • entrepreneurs managing the infrastructure and providing metro transport;
  • railway side-track users;
  • entrepreneurs providing transport services on side-tracks.

The charges for MSD approval:

Issuing an administrative decision approving the maintenance system documentation is subject to stamp duty of PLN 10. In the case of filing an application for the approval of new maintenance system documentation and the simultaneous cancellation of the previously binding decision, the stamp duty of PLN 10 should be paid for each approving and cancelling decision).

The number of the account to which the stamp-duty payment should be made.

A document confirming the payment of the aforementioned stamp duty should be submitted, together with the application. The document should include a note: stamp duty for issuing decision …............................. (provide the type of decision: approving, amending or cancelling) concerning MSD ................................................................... (type of railway vehicle).
